TEHRAN, Dec. 20--State Expediency Council Chairman Akbar Hashemi Rafsanjani reiterated Iran’s resolve to acquire peaceful nuclear technology, denying any intervention in the Palestinian-Israeli dispute.
In a meeting with Dutch Ambassador to Iran Henry Yurian de Virces on Tuesday, Rafsanjani said using intimidating language against Iran would prove to be futile, ISNA reported.
“Nothing will be achieved through intimidating behavior and unilateralism, making the negotiations even more difficult to proceed in the right direction,“ he said.
Commenting on the Palestinian issue, Rafsanjani said Iran will continue to refrain from any intervention in the Palestinian-Israeli conflict.
“It has been Tehran’s enduring and logical stances to extend its moral and humanitarian support to the Palestinian cause.“
Rafsanjani called on Europe not to let the US and Israel influence its relations with Iran.
The Dutch envoy, for his part, expressed hope that Iran’s nuclear negotiations with Europe would soon achieve a conclusive result.
Speaking at the fourth ceremony marking the selection of the best police officers involved in enforcing order and security on Monday, Rafsanjani added that today the enemies of the Islamic Revolution are intent on causing standstill and backwardness to undermine the Islamic Revolution by making the community insecure, IRNA reported.
“To achieve their goals, the enemies commit atrocity, aggression and illegal expansionism in the region. Since they consider the revolution as an obstacle, they attempt to defeat it,“ he said.
“At present, promotion of nationwide security requires close cooperation between the ministries of intelligence and interior as well as the police to enable the Islamic Revolution to overcome the enemies’ plots, as the Almighty God will also help those who are committed to their duties,“ he said.

Saffar-Harandi Calls
For Training Cultural Managers
TEHRAN, Dec. 20--Culture and Islamic guidance minister said on Tuesday preliminaries for devising cultural plans are more important than the plans themselves, stressing that cultural managers should be trained.
Addressing a seminar of the Islamic Revolution’s Guards Corps, Hossein Saffar-Harandi also said that the country is facing problems in the field of arts, ISNA reported.
He further said cultural managers should be trained to utilize the potentials of the cultural field.
Emphasizing that these problems should be recognized, he said some people believe receiving inspiration from foreign sources should be prohibited.
“On the contrary, another group believes in excessive freedom in using or adapting foreign works as it has been evident in the past several years in Iran,“ he added.
Saffar-Harandi noted that works produced in cultural centers such as Qom Theological School have dealt with the applicable aspects of culture and such works should be welcomed.
“The issue of training should be taken more seriously. Many families consider culture and art as forbidden areas and they do not allow their children to enter such fields,“ he said.

Welfare Minister Overrides Cabinet Authority

TEHRAN, Dec. 20--Former director general of State Social Security Organization, Davoud Madadi continues to occupy the same position, despite his dismissal by Minister of Welfare and Social Security Parviz Kazemi a few days ago.
Speaking in a press conference on Tuesday, Kazemi said he has requested Madadi to continue to perform his duties for the time being, ISNA reported.
The minister’s move contradicts articles 10 and 11 of the organization’s Articles of Association which has authorized only the cabinet to appoint or sack State Social Security Organization’s director general.
Kazemi announced that a bylaw for selling “Justice Shares“ has been drafted and will soon go into force.
The government has approved a plan to offer shares to low-income families, starting with the poorest. Priorities have been decided based on the membership of families in Imam Khomeini Relief Committee, the State Welfare Organization and Martyrs Foundation.
Under the “Justice Shares“ plan, millions of Iranian families will receive shares in state-owned firms, the value of which will be reimbursed in 20 years.
The project is in line with President Mahmoud Ahmadinejad’s election promise to improve the condition of Iran’s poor.
Ahmadinejad in July promised to distribute shares to Iranian families, adding that these shares would be from state-run companies that must be privatized.
Despite huge oil revenues, the Islamic Republic suffers from high unemployment and an increasing gap between the rich and the poor.
Kazemi then said nearly 1,700 rough sleepers have been mopped up from the streets since mid September, 131 of which are entitled to welfare services.

Web Petition Against NBC’s Insulting Show
TEHRAN, Dec. 20--A number of Iranian Internet users have posted a petition on www.webpetition.com to protest an insulting news program aired by US-based NBS channel about Iran’s space and satellite program.
Aired on primetime Tonight show, the broadcast makes mockery of Iran’s satellite and space activities, IRNA reported on Tuesday.
Iran has already launched its Mesbah communications satellite which will collect data on ground and water resources and meteorological conditions, and help control power supply systems and pipelines.
Iran has also signed an agreement with Russia for producing Iran’s second telecom satellite.
Advanced technology will be used in the production of Zohreh satellite, and modern telecom equipment will be installed. A ground station on Iranian territory will control the satellite.
Reshetnev Center, Russia’s leading designer and manufacturer of information satellites, will train the ground station personnel and give technical support to the satellite operation.
Zohreh will provide access to civilian telecom services, including telephone communication, TV and radio broadcast and transmission of Internet data throughout Iran. The satellite will be in orbit for 15 years. France’s Alcatel Space is a subcontractor of the Reshetnev Center in the project, which is worth $132 million.
A modification of the Express new generation satellite, Zohreh will be put into orbit at a height of 36,000 kilometers above Iranian territory by Russia’s Soyuz booster.

Asefi Condemns UAE Claim
TEHRAN, Dec. 20--Foreign Ministry Spokesman Hamid Reza Asefi said on Monday the statement released by Persian Gulf Cooperation Council (PGCC) included the repetitive claim about the three Iranian islands in the Persian Gulf.
He dismissed the claim of the United Arab Emirates as baseless and said the UAE had better hold talks with Iran to resolve the issue through bilateral negotiations, IRNA reported.
He described the interference of other Persian Gulf states in the UAE misunderstanding as ’unjust’ and said third parties in the Persian Gulf should not interfere in bilateral issues.
Asefi called on UAE leaders to pursue bilateral talks with Iran to remove the misunderstanding in accordance with the letter of understanding signed in 1971 between Iran and the UAE about Abu Musa Island.
He welcomed the stance of Persian Gulf Cooperation Council about the political process and establishment of democratic government in Iraq.
Asefi also said the Muslim states and the international community should force the Zionist Israeli regime to sign the nuclear Non-Proliferation Treaty.

Attractive!
SHARQ: Air pollution has become an integral part of life in Tehran. Although a majority of those now living in the overcrowded capital are immigrants from small towns and villages, they have no way for returning to their original dwelling places. There are many attractions that seem to persuade the people to stick to Tehran. These include access to better job opportunities, better education, health, social services and leisure. Almost all measures taken by the government to encourage people to shift to other cities and towns for good have failed. When Tehran became the capital of Iran nearly two centuries ago, no one had even contemplated that a city once famous for its good weather and serenity would one day become so polluted. Relevant officials have failed to find a solution to one of the most pressing problems presently afflicting the capital.

Bank Robbery
AFARINESH: Just two days ago armed bandits killed a bank guard and escaped with the money stolen from the bank. Of course, it is not for the first time that criminals attack banks. There are certain parameters that facilitate bank robberies. First, most banks lack a proper security system. Second, places where banks are located are tempting for the thieves. Third, security systems in banks in the industrial countries are linked to the nearest police stations, this is while only few in Iran have similar arrangements. Fourth, films and television series aired by the state-owned radio and TV organization (IRIB) also play a role in pushing rogues to rob banks. We can and should learn a lot from other countries and the way they protect their banks.

Oil Mafia
QODS: It is quite some time that Iranian newspapers refer to the oil mafia in their news and analyses. Maybe the main reason for high voter turnout in the ninth presidential election in June was the promise of strong action against the mafia by President Mahmoud Ahmadinejad. Several lawmakers and oil experts have discussed how corruption in the key oil sector can and should be confronted. They produced reports on kickbacks received by oil dealers in different transactions. However, none of candidates proposed by the president for the sensitive portfolio believed in the oil mafia. Even the present oil minister, Kazem Vaziri Hamaneh was quoted as saying that he is unaware of any such thing as the oil mafia. But lawmakers have time and again demanded investigations into regular reports alleging corruption in the oil business. The point remains that if one simply does not believe that such a thing exists, how is he going to fight against it?!

Do we view America’s relationship with Israel as constructive or destructive to America’s best interests? The general answer to this question is this: America will not have peace until the Israel question and our financial and military relationship with Israel in its current form has been disposed of in a peaceful manner.
World institutions such as the United Nations, NATO, The World Bank, and the World Trade Organization have sufficient capacity for settling the Arab-Israeli dispute, without unilaterally burdening the American people financially and militarily.
America must finally break away from the notion that Israel is intended, by our American blood, sweat and tears, in Afghanistan, Iraq and elsewhere, to be the sole beneficiary of the body, and of the productive work, and taxpayer dollars of other peoples, especially the taxpayer dollars of the American people.
The Israeli state must adapt itself to respectable constructive work towards peace and respect of other nation’s borders, as other peoples do, or it will sooner or later succumb to a crisis of unimaginable proportions, socially, financially, militarily.
America, straining under the pressure of its massive domestic and international debts, cannot for long bear this burden of Israel’s inability to make peace with its neighbors. If the financial community, politicians, religious institutions and military sympathetic to Israel and Zionism, inside and outside America, should succeed in plunging Americans into a world war, this time including Iran, then the outcome will not be a victory for Israel, but rather the annihilation of many thousands of Jews in Israel, and countless American soldiers stationed throughout the Middle East!
With all due respect to Israel and its American Jewish lobby, too many American mothers have witnessed the tragic loss of their sons and daughters while fighting some of Israel’s myriad enemies to guarantee the safety of Israel’s borders.
