The European Union’s foreign policy chief is willing to meet Iran’s chief negotiator soon, after Tehran replied to a package of incentives from major powers, an EU spokeswoman said on Saturday.
She said Javier Solana held telephone consultations on Saturday on Iran’s written response to proposals he delivered to Tehran last month on behalf of the United States, Britain, France, Germany, Russia and China.
“One of the things to decide is to meet (Iranian national security chief Saeed) Jalili and, if so, when. In principle, the position is to respond favorably,“ Solana’s spokeswoman, Cristina Gallach, told Reuters.
She claimed Jalili had requested such a meeting in a telephone call with Solana on Friday in which he stressed “common grounds“.
Gallach declined to give details of the content of the Iranian reply, saying major powers were still studying the four-page letter from Foreign Minister Manouchehr Mottaki and holding consultations.
The Islamic Republic insists its program is purely for civilian energy purposes and has said it will never give up what it regards as its legal right to enrichment.
It was not clear whether Mottaki’s letter addressed Solana’s proposal for a six-week preliminary phase of talks in which Tehran would stop adding new centrifuges to its uranium enrichment program, while the six powers would undertake not to make any new moves on sanctions.

Consultation Before Response
The US said on Saturday it would talk with allies before commenting on Tehran’s response to a plan from six world powers offering Iran technology and negotiations if it suspends uranium enrichment.
“We’re going out to consult with our allies about what Iran’s response means,“ White House Spokeswoman Dana Perino said aboard Air Force One, carrying President George W. Bush to the G8 Summit in Japan, AFP reported.
She said the US was already consulting the Group 5+1--the five permanent members of the UN Security Council plus Germany--on how to respond to Tehran.
“We’ll just have to see how that is received by others before we make a formal response,“ Perino said.
Jalili has said his country submitted a “constructive and creative“ response with “a focus on common grounds“, but he did not elaborate on the contents.
On Saturday, however, Tehran offered to negotiate on its nuclear drive but without giving up uranium enrichment.
“Iran will not go back on its rights on the nuclear issue,“ Government Spokesman Gholamhossein Elham said. “Iran insists on negotiations (with world powers) while respecting its rights and avoiding any loss of international rights,“ he said, referring to Tehran’s refusal to give up on nuclear enrichment.
The United States on Thursday maintained its demand that Iran suspend its uranium enrichment as a condition for Washington participating in formal nuclear talks with Tehran, although it did not rule out less strict pre-negotiations.

Families of Missing Diplomats Meet Lebanese Speaker

Families of four Iranian diplomats who were abducted in east Beirut by a pro-Israeli Lebanese group in 1982 met on Saturday with Lebanese Parliament Speaker Nabih Berri.
At the meeting, the Lebanese speaker briefed them on measures taken by the Lebanese government for the release of Iranian diplomats and the families called for continuing efforts until the freedom of the abducted diplomats, IRNA said.
Expressing regret over prolonged investigation of the case, Berri hoped that the report by the Zionist regime will help resolve the issue.
“If the report leads nowhere, the case would be pursued by Lebanon and in international forums,“ he said.
Mohsen Mousavi, Ahmad Motevasselian, Kazem Akhavan and Taqi Rastegar-Moqaddam were kidnapped by Phalangists en route from a mission from north Lebanon to Beirut on July 4, 1982.
Tehran says they were abducted by the pro-Israeli rightwing Christian Lebanese Forces who delivered them to Israel.
Evidence indicates that the four Iranian diplomats are in Zionist regime’s captivity.
Israel agreed under an exchange deal with the Lebanese Hezbollah to disclose details about the abduction of Iranian diplomats.
On Friday, Lebanon’s Prime Minister Fouad Siniora said he will send a letter to UN Secretary-General Ban Ki-moon in the near future to follow up on the fate of the Iranian diplomats.
Siniora made the remark on Friday in his meeting with the family members of the four hostages who visited Lebanon on the eve of a prisoners’ swap between Hezbollah and the Zionist regime.
The Lebanese premier also said that his government is prepared to use all means to pursue the issue of the hostages.
In a meeting with the family members on Friday, Lebanon’s top Shiite cleric, Allameh Seyyed Mohammad Hussein Fadlallah, underlined that Lebanon should do its fair share in clarifying the fate of the abducted Iranians as a moral and legal consideration while the UN is the body in charge of such issues.

US Warned Against New Adventurism

A senior Iranian presidential advisor has warned the US against posing a new threat to the world by attacking a sovereign state.
“The forces of any government that attack Iran will no longer have any security in our region or anywhere else,“ special advisor to Iran’s president, Mojtaba Samareh Hashemi, said in an interview with the Washington Post.
The harsh rhetoric of Washington against Tehran has raised fears that an attack on Iran is becoming increasingly likely before President George W. Bush leaves office.
Bush and the chairman of the US Joint Chiefs of Staff Admiral Mike Mullen on Wednesday reaffirmed that the use of military force against Iran, either directly by the US or following air strikes by Israel, remained an option.
Hashemi maintained that although Iran’s main policy is “coexistence, brotherhood, friendship, and peace“, in case of any attack the country will respond with “a decisive answer“.
He advised Washington against introducing Iran as a threat to justify its military presence in the Middle East.
“The Americans shouldn’t try to introduce Iran as an artificial threat and use it as a pretext to spread the use of their forces in the region or anywhere else in the world or make it a pretext for putting long-range ballistic missiles in Eastern Europe,“ he said.
The Bush administration has been struggling to persuade European countries and Russia that a missile shield plan for Central Europe is directly aimed at ’unfriendly’ countries such as Iran, but Russia has been reluctant to buy into that explanation and has persisted in its opposition to the stationing of the system in Poland and the Czech Republic.

Ministers to Attend Majlis Commissions

Defense Minister Brigadier General Mostafa Mohammad Najjar will attend a meeting of Majlis National Security and Foreign Policy Commission on Tuesday to respond to questions by representatives from Qazvin and Orumieh.
Based on the weekly agenda of Majlis commissions, which was faxed to IRNA on Saturday, Najjar will be present in the commission to respond to queries by Qodratollah Alikhani and Nader Qazipour, MPs from Qazvin and Orumieh respectively.
Interior Ministry’s Caretaker Seyyed Mehdi Hashemi, accompanied by deputy ministers, will be present in the commission’s session on Monday to discuss domestic issues.
Central Bank of Iran Governor Tahmasb Mazaheri will present a report to Majlis Economic Commission on Tuesday.
Oil Minister Gholamhossein Nozari is scheduled to show up in a session of Majlis Energy Commission on Tuesday to report on latest developments in the country’s oil industry.
Health Minister Kamran Baqeri Lankarani will provide a report to Majlis Health and Medical Treatment Commission on the indices, resources and credits of the health sector on Monday.
Hashemi will also attend a session of Majlis Development Commission to present a report on the performance of the ministry’s Development Department and implementation of Budget Law’s Note 13.
Minister of Culture and Islamic Guidance Mohammad Hossein Saffar Harandi will attend the meeting of Majlis Cultural Commission on Monday to respond to the questions of Elias Naderan and Parviz Sorouri, MPs from Tehran.


Larijani Denounces US Double Standards

Majlis Speaker Ali Larijani condemned the double standards adopted by the US in the Middle East.
Addressing a formal Majlis session on Sunday, Larijani stressed that the people living in the region are fed up with the US conduct, IRNA reported.
Expressing condolences on the occasion of the martyrdom anniversary of Imam Ali Al-Naqi (AS), the tenth Imam of the infallible household of Prophet Muhammad (PBUH), he deplored the bombing of two holy shrines in the Iraqi city of Samarra last June.
The holy shrines of Imams, Ali Al-Naqi (AS) and Hassan Al-Askari (AS) in Samarra, 100 km north of Baghdad, were hit by terrorists. The two holy shrines had already been attacked on February 22, 2006.
Larijani regretted that the holy shrines have not been rebuilt yet.
He also condemned what he termed the “manifestation of modern ignorance and inattention to culture and civilization of one billion Muslims all over the world“, a reference to the negligence of international law by the US occupation forces in guaranteeing the security of Iraq’s holy sites.

Talks Welcome
On Saturday, Larijani said Iran welcomes negotiations over its nuclear issue but believes they should happen within a fair and logical framework.
“The Islamic Republic of Iran welcomes negotiations in principle and believes that any talks should be held within a fair framework and in a logical course,“ said Larijani in a meeting with Algerian Ambassador in Tehran Mohammad Al-Assin Waraqi in Tehran.
The speaker said Iran and Algeria share common interests in different domains, especially in the political field and grounds can be exploited in a good manner in view of the close stances of the two sides’ officials.
“Tehran is ready to contribute to joint ventures in Algeria and the Iranian private sector is experienced and capable of extending engineering and industrial services in Algeria and cooperate with Algerian enterprises,“ he said.
He voiced satisfaction with the Algerian government’s stance vis-ˆ-vis Iran’s peaceful nuclear energy and said Iran welcomes dialogue.
Congratulating Larijani on his election as Majlis speaker, the Algerian ambassador said the election can be highly helpful for expansion of bilateral ties.
Waraqi said Algeria is keen on benefiting from the experience of Iranian companies in its development projects.
Inviting Larijani to visit Algeria, the envoy said, “I believe parliamentary relations between the two countries will be further promoted during the tenure of Larijani as Majlis speaker and, to this end, the Algerian Parliament has recently formed a parliamentary friendship group with Iran“.

Foreign Minister Manouchehr Mottaki said the Islamic Republic plays a vital role in settling Middle East crises.
“Iran enjoys a significant geopolitical position in the region and the world,“ Mottaki said in a meeting with his Malaysian counterpart, Rais Yatim, in Kuala Lumpur on Sunday.
The meeting was held on the sidelines of the 11th Session of the Group of Eight Islamic Developing Countries’ Council of Foreign Ministers, Presstv reported.
Yatim called for expansion of Tehran-Kuala Lumpur relations and cooperation in all fields.
The Iranian and Malaysian ministers exchanged views on avenues for bolstering bilateral trade and economic cooperation and key regional and international developments.
The D8 session aims to discuss the agenda for the 6th D8 Summit, due to open on July 8. Iranian President Mahmoud Ahmadinejad is scheduled to attend.
Bangladesh, Egypt, Indonesia, Iran, Malaysia, Nigeria, Pakistan and Turkey are member-states of the D8. They are also members of the Organization of Islamic Conference.
D8 was set up in 1997 as an economic alliance with the aim of enhancing the position of Muslim developing countries by adopting measures toward diversification of economies and creation of new opportunities for increased trade exchanges among them.
On Saturday in an interview with Malaysian satellite TV channel Astro, Mottaki said a new atmosphere in Iran’s nuclear activities has been created.
“The peaceful nature of Iran’s nuclear activities is not something new and dates back to 50 years ago,“ he said.
On Iran’s response to the proposed package by Group 5+1, he said Iran has offered a package to the international community and the UN Secretary-General Ban Ki-moon, which underlined that the country is ready to hold talks on the most important global developments such as global security, energy crisis, food crisis as well as regional developments.
Mottaki noted that the Middle East is the scene of numerous domestic and regional crisis, the resolution of which requires collective cooperation among regional countries.
Iran’s resistance, coupled with its interaction with international community, has compelled five out of six foreign ministers involved in Iran’s nuclear talks to send a letter to underline that Iran has the legal right to make use of peaceful nuclear energy and that the country’s nuclear issue should be resolved through negotiations.
The foreign minister expressed hope that with the start of the new round of talks in the near future, a new modality plan would be approved in the first stage.
“Since the US has been trapped in the Afghanistan and Iraq, it is not able to create a new crisis in the Middle East,“ he said.

Chavez, Deputy Minister Confer
Venezuelan President Hugo Chavez said his people support Iranians.
President Chavez made the remark on Sunday in a meeting with Iranian Deputy Culture Minister Alireza Malekian on the sidelines of a ministerial meeting of the Non-Aligned Movement (NAM), IRNA reported.
Conveying his warm greetings to his Iranian counterpart, Mahmoud Ahmadinejad, the Venezuelan president looked forward to visiting the Islamic Republic in the near future.
For his part, the Iranian envoy said Tehran supports the constructive proposals of Caracas regarding establishment of the NAM TV network and efforts for free exchange of information among the member-states.
Addressing the NAM meeting, President Chavez proposed NAM member-states to establish a TV network to exchange news and information.
Meanwhile, Iran and Venezuela also reached an agreement on cooperation in the fields of culture and information technology.
In a meeting with Malekian, Venezuelan Minister of Information Hector Soto called for expansion of Tehran-Caracas cultural relations.

India Seeking Fishermen’s Release
India is in talks with Iran to secure the release of 17 fishermen arrested on Saudi fishing vessels that had strayed into Iranian waters.
India’s Foreign Secretary Shivshankar Menon said on Friday India was in touch with the Iranian government to secure the release of the fishermen but that it was a complicated process, Presstv reported.
He said the negotiations involved the Saudi fishing company which was supposed to pay a certain fine but had not yet done so.
“We are in touch with the Iranian government and are trying very hard to get (the fishermen) released as soon as possible,“ he said.
Four Saudi fishing vessels, manned by a crew of 17 Indian nationals, were captured on Thursday for illegally fishing in Iran’s territorial waters near Bushehr Nuclear Power Plant. The seizure took place about 50 kilometers south of the nearly-completed nuclear power station.
In March 2007, Iran seized 15 British sailors and marines. Three months later, it captured three United Arab Emirates fishing boats.

MPs to Oversee Border Controls
Majlis appointed three lawmakers to supervise the implementation of controls along eastern borders with neighboring Pakistan and Afghanistan.
Earlier, the parliament had ratified a bill aimed at tightening border control by increasing surveillance, digging canals and using other technologies.
According to Fars News Agency, the MPs assigned Javad Qoddousi and Hassan Ebrahimi from Khorasan Razavi province as well as Mohammad Qayoum Dehqani from Sistan-Baluchestan with the task of overseeing border control.
Iran’s eastern borders have seen a rise in abductions and illegal activities in recent years because of the infiltration of bandits from Afghanistan and Pakistan into the country.

Higher Education
Based on official statistics, admissions to universities nationwide has doubled since the government took office three years ago, said the head of Payam-e Nour University, Seyyed Mohammad Hosseini.

Lawmaker Kazem Jalili called on the US and its western allies to rationally deal with the Islamic Republic’s nuclear issue.

KAYHAN: A reliable source said the ambassador of a European country (a member of Group 5+1) in Tehran hosted covert meetings with wealthy and literary figures known for their opposition to the Islamic system and urged them to launch a propaganda or infiltrate the media to create an impression that the government’s nuclear decisions lack expert justifications. One of the proposals made by the ambassador is to propagate that President Mahmoud Ahmadinejad is incompetent and will be eliminated from the circle of nuclear officials! These issues have been the focal points of the American and British media’s propaganda warfare against Iran in the past couple of weeks.

JOMHOURI-YE ESLAMI: Journalists were surprised to see Iran’s Ambassador to Iraq Hassan Kazemi Qomi shaking hands with his American counterpart, Ryan Crocker, on the sidelines of the ceremony held for commemorating Martyr Ayatollah Seyyed Mohammad Baqer Hakim. When Qomi arrived at the ceremony, he had a brief talk with Chairman of Supreme Iraqi Islamic Council Abdul Aziz Hakim, Prime Minister Nuri Al-Maliki, Parliament Speaker Mahmoud Mashhadani and Vice President Adel Abdul Mehdi. While he was proceeding toward the venue designated for ambassadors, Crocker got up from his seat and shook hands with him. It is interesting to know that Americans kill people through Al-Qaeda, participate in their funerals and an Iranian diplomat shakes hands with them!

Delay
HAMSHAHRI: The group preparing for Iran’s membership in World Trade Organization (WTO), which currently has 152 member-states, was established in 2005. This marked the official start of the process of Iran becoming a WTO member. Iran is duty-bound to compile and present a report on its foreign trade regime to the working group to start negotiations for joining WTO. Three years have passed since Iran became an observing member of the organization, but despite preliminary compilation of the report, it has not yet been approved by the working group. A revision is in order to make the report comply with the general outlines of the constitution’s Article 44. In view of the past trend, we must probably wait for a few more years before the report is finally ratified.

RESALAT: The western attitude in dealing with the nuclear issue does not comply with international norms. In the past three years, the US, France, Germany and the UK posed threats and imposed sanctions against Iran. Although Iran and many other countries consider referral of Iran’s nuclear issue to the UN Security Council as a deviation, it was inevitable since international forums are dominated by the US and some European countries. However, at present, the West has no other alternative but to rectify its attitude vis-ˆ-vis the nuclear issue and come to terms with reality. If this does not happen, the West will once again adopt the faulty attitude of the past few years, which will create even more imbalances.

Brown Blunder

If the weakness of Prime Minister Gordon Brown in the economic and social domains has worried Britons, the ruling Labor Party is grappling with problems related to foreign policy, as Brown’s government lacks an effective diplomacy.
During his management of the UK foreign policy apparatus in the past one year, Brown has not yet presented a clear-cut strategy for overcoming the crises in Afghanistan and Iraq.
The 5,000-strong British force in Iraq, after relegating the responsibility of controlling Basra to Iraqi Prime Minister Nuri Al-Maliki, has remained in Iraq without knowing its agenda. This is while 7,000 British troops hold the responsibility of ensuring the security of Helmand province in Afghanistan. Recent developments indicate that British forces have consecutively faced defeat at the hands of Taliban insurgents, as the British death toll crossed 100 people last week.
Brown has also created deep challenges for the British diplomacy in two other strategic domains. One year after relations between the UK and Russia were strained because of the death of a former officer of Russian State security service Alexander Litvinenko living in exile in London, the rift between London and Moscow has not yet been mended.
Continuation of Britain’s tensions with Iran and resistance movements of the Middle East is another controversial issue.
Although many European governments have favored holding talks with Iran and Middle Eastern movements as a realistic choice, the Brown administration’s Muslim world policy is still based on double standards typical of the UK.
As a matter of fact, the turbulence of Brown’s diplomacy can be detected in the country’s new attitude toward the region, including Iran. Do moves such as awarding the blasphemous author of the sacrilegious book ’Satanic Verses’, Salmam Rushdie, with the medal of honor, supporting the terrorist Mujahideen Khalq Organization (MKO) and participating in American machinations against Iranian diplomat, Nassrollah Tajik, imply anything other than Brown’s foreign policy apparatus being influenced by the US?
The plain truth is that Brown missed the opportunity of rebuilding Britain’s diplomacy vis-ˆ-vis the Muslim world. Brown inherited the government of Tony Blair who, despite his success in fortifying the position of Labor Party, was the cause of unprecedented hatred of Muslims worldwide against the UK.
Iranians, like the rest of the world, were awaiting a serious change in London’s diplomacy after the end of Blair’s tenure. But, currently, Iranians believe that the time for testing Brown is also up. Interestingly, the world public opinion on Brown’s diplomacy is also reflected in the recent opinion polls conducted in the UK, which maintained that Brown’s government is short of a specified strategy and ignores the political realities of the Middle East.
Another point. Germany, France and other European allies of the UK are racing to fill the geopolitical vacuum created by the UK because of the mismanagement and negligence of Brown. Germany has a plan to establish cordial bonds with Russia and mediated between Hezbollah and Israel for swapping prisoners. This is while France is working to mediate between Syria and Lebanon as well as Syria and Israel, while the European Union, led by Javier Solana, seeks strategic cooperation with Iran.
What shocks a conscious observer is that at a time when European diplomats are presenting new plans for the Middle East to prepare themselves for the post-George W. Bush era, London is siding with the Bush government that will be in power for only five more months.

Ringleader Killed
One of the ringleaders of bandits was killed in a shootout in northwestern Iran on Saturday night, the commander of Imam Mahdi (MGHHR) Brigade of Ashura Battalion.
Speaking to Fars News Agency in Tabriz on Sunday, Brigadier General Mohammad Arjomandifar added that armed bandits, affiliated to foreigners, had masterminded provocations to endanger the security of northwest Iran.
“Their plot was thwarted in the wake of the vigilance of Ashura Battalion’s combatants and heavy losses were inflicted on them,“ he said.
The general noted that one of the ringleaders was killed and another bandit was taken captive in the shootout.
Arjomandifar also said that four bandits were wounded and sought refuge in the region’s mountains.
“Ashura Battalion’s combatants are searching for them,“ he said.
